90年8月26日，在罕見疾病基金會與多位小兒遺傳專科醫師的協助下，25個不同年齡、外觀特徵相似的小胖威利病友家庭相聚，共同組成本會前身「小胖威利病友聯誼會」，並於在近四年的運作交流後，成員增加為70多個家庭。為連結更多資源挹注以提供病友及其家庭更多的支持，並協助病友開拓未來人生，「小胖威利病友關懷協會」於94年6月19日正式成立，至今已15年有餘，服務全國超過200位病友
